Section 5H.11-Upi Revenue Code

At dahil Bantay Kaayusan ang tema natin ngayong araw,  bubusisiin natin pa ng malaliman ang nilalaman ng ating  Upi Municipal Ordinance No. 6 Series of 2011 o Upi Revenue Code, kong saan nakapaloob o nakasulat ang mga dapat at di dapat gawin, ano ang mga dapat bayaran sa Local na pamahalaan ng Upi ng ating mga mamayan.

Section 5H.11. Rules and Regulations.

a)   The peddling or sale outside the public market site or premises of foodstuffs which easily deteriorate, like fish and meat, is hereby prohibited.

(Ang pagpapabili o pagtitinda sa labas ng pamilihang bayan o nasa sakopan  nito ng mga pagkain na madaling mabulok tulad ng isda, at karne ay pinagbabawal o hindi pwede)

b)   No person shall utilize the public market or any part thereof “with out the permission of LGU Upi”  is hereby prohibited.

(Walang sinuman na gagamit ng pamilhang bayan o bahagi nito na walang permiso sa LGU Upi)

c)   It shall be unlawful for any person to peddle, hawk, sell, or offer for sale or expense for sale, any article in the passageway (pasillo) used by purchaser in the market premises.


d)   It shall be unlawful for any person to resist, obstruct, annoy or impede any market employee or around their stall in the market premises.

e)   It shall be unlawful for any person to drink, serve or dispose liquor or any intoxicating drinks within the premises of the public market at any time of the day.

f)    No merchandise or article shall be sold, offered for sale or exposed in the public market unless the same was legally acquired by the vendor or stall holder and that taxes of any kind due thereon had been paid.

g)   It shall be unlawful for the lessee to remove, construct electrical wiring or water connection without prior permit from the Market Administrator and approved by the Municipal Treasurer.

h)   The Municipality shall not be responsible to the occupants of the stall for any loss or damages caused by fire, theft, robbery, "force majeure" or any other cause.  All articles or merchandize left in the public market during closure time shall be at the risk of the stallholder or owner thereof.

i)     All articles abandoned in any public market building in violations of any provisions of this Article or any regulations or rules in the management of the market, shall be deemed nuisance. It shall be the duty of the Market Administrator and his subordinates to take custody thereof. In case the articles are unclaimed within twenty four (24) hours thereafter, they shall be returned to their original owners upon payment of actual expenses incurred in safekeeping, unless, they have deteriorated as to constitute a menace to public health, in which case, they shall be disposed of in the manner directed by the Treasurer, who may also in his direction, cause the original prosecution of the guilty party, merely warn him against future violation. In the case where the article have not deteriorated and are not claimed within the time herein fixed, said article shall be sold at public auction and the proceeds thereof shall be disposed in accordance with law.

j)     Selling of stale, rotten, damaged, unhealthy, illegal and other expired commodities are strictly prohibited inside the market premises and elsewhere in the municipality.
